The reputation system is designed so that everyone can express an opinion regarding any post.
If you like something you read, you can add reputation points. If you don't like what you read for whatever reason, then you can ZAP!
That's how the system is supposed to work.

I disagree with this. Expressing an opinion and zapping are 2 completely different things. Let me ask you, as a user with only the minimum pts, arm I allowed or given the ability to zap others ??? If there are no rules, then let everyone be able to zap, including me zapping you. However, looks like there are too many sheriffs in town, some trigger happy.
