My survey was exhaustive in the area (all places around those few blocks inquired) and of course for equal conditions: brand new 100 USD notes.
Change rates varying from 9200 to 9750 for same 100USD notes are a LARGE difference! It's something like 6%!!
In conclusion, investing time in surveying the market may allow to save lots of money.
It was not my strategy to go to Batam with USD. I had those 1000 USD as cash payment in another country and I kept them, instead of changing them to my home currency and deposit them to my bank account, to avoid losing on double change fees.

PS: Today change rates for USD are significantly higher. I see on XE that we are above 10,400!!
