I think you may have gotten misinformation or misinterpreted the information.
So before you (or others) get too paranoid, let me set things right.
It is neither safe or unsafe to visit any perimeter bars at anytime day or night. Once you are inside the bar you are as safe as you want it to be. What is unsafe is trying to walk the long distances between some of the bars at night as you are often in the dark, alone and sometimes its several blocks before you see another bar (or another person). Once you have a better idea of what bars are cluster together (walking distance) then its safer to take even a short jeepney ride to another cluster of bars at night. Also be careful of jeepneys as there have been alot of pickpockets that ride them- don't carry too much and separate your money if possible.
