New LINE registrations seems will come with restrictions.
LINE is very bastard on this as they try to prevent scam and spam as well as indiscriminate adding of contacts.
I think if you want to immediately able to chat with another person, you have to ask the other party to add you first.
Otherwise, the restrictions can be as long as more than 90days.
