There is a lot of questions you are asking there, and your restrictions make it harder to get what you want. The age thing is a toughie. Younger girls don't understand this concept and lack the maturity, so you might have problems in the house. The last thing you want is a house full of bickering women asking you for money. There are SYTs in the those social sites you mentioned, but not that many. Most have been around the block. I would suggest just shaking your wechat or whatever sites you use at a coffee shop and see who respond. Your case is almost a situation where you have to target an audience and have them come to you. Offering to practice conversational english in a public place might work. An ad on FB or any other social media might attract a group, and one or 2 in the group might be candidates for you.
In your case, your target segment given your age requirement is almost certain to be College age girls. I have pooned in foreign countries before, and have passed a few towns where there is one college or university. The girls streaming out those uni buildings are pretty hot. If i were staying in those towns for an extended period, I would rent a place near by and fish for room mates. But I am not sure there are such unis in SE Asia where students come from other parts of the country and have to look for accommodations near the campus. You could look and see. Doesn't hurt.
For the money part, frankly 2X minimum wage means nothing. Most of these countries don't even have a minimum wage. I think the trick here is to offer them free accommodations, and free board and lodging in a fairly luxurious residence. Whether it's a bigger condo or a bungalow, something with a pool. It's something that will be out of their budget. And good food. WHether its dining outside or cooking it yourself. They should have their own room. If the girls had to pay for the equivalent of what you are offering, and it's beyond their means, then they might seriously consider it. Let them keep their old jobs, or work as little or as much as they want to. Especially if they are college age students, offer to let them stay for free and with the good food, maybe offer to take care of the college fee. Seeking Arrangement has a lot of students on it, depending on the city. Manila has lots of listings under 25. But SA is expensive to use. You can try Pinalove in the Philippines. I think a lot of girls there with poorer economic situation might be amenable to such an arrangement.
