The massive corruption of elites, the ingrained colonial hierarchy, and culture of "patronage" in Philippines means it will always be this way forever.
It won't change just like how latin america will never change because spanish colonialism and the catholic church has really fucked them up forever.
It will take some cataclysmic event like another world war in which the Philippines is devastated again and maybe the social clock can then be reset.
However, it is likely even in the resurrection after the post apocalypse that the Phillippines will still just flash 12:00 again and again as dysfunctional as it was before.
The Filipinos who feel cynical and are smart enough to leave and assimilate elsewhere are correct in their mindset. I once encountered a pinay immigration officer who thought I was a balikbayan and was quizzing me on how to gain foreign citizenship. I told her I was born abroad she looked so disappointed.
Spanish colonialism was really good at enslaving people forever in various ways even when they gained "independence" they are still slaves to the system itself.
