In some cases, it is a "marketing" strategy. I got this around 5-6 years back from a MILF ML (who's still around presently) and enjoyed the same benefit about 1.5 years ago from an AP (who's presently also here, coincidentally). It turned out that the AP and the MILF, who used to stay near each other are friends and would compare notes, and this was something which the AP picked up from the MILF, who taught the AP that she could provide free FJ on the first visit to certain customers whom she wanted to turn into loyal customers. For subsequent visits, no more free FJ was offered.
Then there are other MLs who are highly sexed and need to ease their itch every other day. They will provide free FJ to fulfil their own needs, and will choose customers selectively to do so.
Don't read too much into free FJs, just enjoy them when they do come along.
